Avanza proyecto de Chalacatepec

El proyecto turístico de Chalacatepec, que promueve la empresa Rasaland con una inversión del Instituto de Pensiones del Estado en el litoral del municipio de Tomatlán, seguirá avanzando en las próximas semanas ya que fue terminada la Manifestación de Impacto Ambiental, la cual se presentará a la Secretaría de Medio Ambiente y Recursos Naturales (Semarnat)
Esto fue informado hoy lunes por el titular del Instituto de Pensiones del Estado, (Ipejal), Salvador Sánchez Guerrero, en su comparecencia ante el Congreso del Estado en la glosa del Quinto Informe de Gobierno del Poder Ejecutivo.
“Los estudios ya están terminados, lo que se está haciendo es integrando el expediente para presentarlo, una serie de requisitos adicionales que se tienen que hacer, hay un compromiso de la empresa para en los próximos 60 días estarla ingresando la (MIA) a la dependencia respectiva y seguramente la estaremos viendo publicada”, expresó.
“La consulta pública será en el momento en el que se ponga a disposición tanto el proyecto como está concebido como el resultado de los estudios y la autoridad responsable de revisar, verificar, validar y aprobar en su momento es la Semarnat y estaremos al pendiente con todo cuidado de que efectivamente se haga patente que esta inversión que se dispuso sea efectiva, sea realizada y camine y pueda entregar los recursos que se dispusieron desde un principio y pueda entregar esa tasa interna de retorno a los recursos del fondo de Pensiones del Estado”.
El proyecto de Chalacatepec se busca realizar sobre una superficie de mil 200 hectáreas de una zona de litoral de importancia para la reproducción de las tortugas marinas que tienen en el municipio de Tomatlán el Santuario Playa Mismaloya, límites que están confusos respecto a si abarcan o no parte del área de inversión y que tiene que definir la Comisión Nacional de Áreas Naturales Protegidas.
El proyecto se encuentra dentro de una de la ecorregión terrestre prioritaria Chamela – Cabo Corrientes, catalogada así por la Comisión Nacional para el Uso y Conocimiento de la Biodiversidad (Conabio).
El Instituto de Pensiones del Estado acordó con Rasaland invertir 5 por ciento de su patrimonio para el desarrollo del que llaman “proyecto turístico sustentable”, que abarca prácticamente 8 kilómetros de línea de playa.
De acuerdo con la página internet de Pensiones del Estado , la inversión total del proyecto asciende a 183 millones de dólares, de los cuales el Instituto aportó 89 millones de dólares y los restantes 94 millones de dólares fueron aportados por la iniciativa privada. El Instituto de Pensiones participa con 48.5 por ciento en el proyecto turístico Chalacatepec, mientras la iniciativa privada participa con 51.5 por ciento.
“El proyecto turístico Chalacatepec es una inversión que nace de la iniciativa privada y el Instituto decidió invertir en dicho porcentaje debido a que su objeto no es desarrollar centros turísticos, sino incrementar su patrimonio para garantizar el otorgamiento de los servicios y las prestaciones a las que tienen derecho sus afiliados, pensionados y beneficiarios”, justifica la dependencia en el mismo sitio de internet.
“Con la finalidad de proteger su inversión, el Instituto tiene el 50 por ciento de representación en el Comité Técnico del Fideicomiso, órgano que se encarga de tomar las decisiones más importantes e instruir a la institución fiduciaria (Banco Monex) para que se desarrolle, construya, comercialice, administre y venda el desarrollo turístico Chalacatepec y, una vez hecho esto, se reintegre la inversión, con sus ganancias, al propio Instituto y a la iniciativa privada”
Agrega también que el Instituto de Pensiones participa como inversionista con las empresas Chalamar, Paraland y Chalalegre, Sociedades de Responsabilidad Limitada de Capital Variable, señalando que “forman parte de uno de los mejores grupos, a nivel internacional, que se dedican a invertir y desarrollar proyectos inmobiliarios y turísticos sustentables”.
